It is impossible to create an atmosphere on Mulune.
Is it supposed to be like this?

This is by design as muluna is a low atmosphere/oxygen planet, forcing players to use the vacuum boiler etc.

And to jumpstart you're supposed to import atmosphere from Nauvic IIRC

So the challenge on muluna is not to use atmosphere, instead you use carbonic astroid in the crusher to create carbon which then goes to the vacuum boiler for steam, the you use the steam with the Oxide asteroid chunk to create ice and water to then create oxygen on muluna.
You can use the steam for power. Hope that helps.

There is no recipe in the vacuum boiler that uses carbon.

Sorry this was the old method, the actual process is as follows
Mine oxide meteorite chunks.
Initially, use their hand-crushing recipe if your Steam Crusher has no steam yet.
Produce ice using Oxide asteroid crushing.
Use Ice melting to turn the ice into water.
Combine water, iron ore and calcite to produce thruster oxidizer.
Use Thruster oxidizer separation to produce oxygen.
Hand-crush or process carbonic meteorite chunks to obtain carbon for fuel.
Place a Vacuum Boiler.
Select Advanced water boiling.
Supply:
Water through one input
Oxygen through the other input
Carbon or another compatible fuel in its fuel slot
Remove steam and carbon dioxide through separate output pipes.

One more question: the surface of the moon doesn't hold onto anything. If I drop something onto the surface—whether by hand or with a manipulator—the object simply disappears. Is that how it's supposed to be?

Hey this is a Muluna surface property and something done by the planet mod, so I have left this as an intended feature, due to muluna being a low gravity and low atmosphere planet.
