Can you give me more details about how it doesn't work?

Do you have other mods installed? As the Electric locomotive works in the base F+ mod.

Yes, I have a lot of mods installed, but no train mods.
When I place the train on the track and then try to run it, a whitish band appears between it and the track, it makes something like a braking sound (whoosh), and it only moves a tiny bit. The steam locomotive works perfectly fine. There are no error messages.
I don't have "Space Age" installed.

You are going to have to step through and disable your mods to find out which one is creating this issue.

It all works on Base Factorio+ without Space Age too.

I found the mod that caused the problem: CargoWeight. This mod is incompatible with the electric locomotive, but it works with the diesel locomotive. Is there anything you can do about it?
CargoWeight generates a more realistic train feel.

Could it be that the CargoWeight mod caused the electric lock to be "trapped" in braking mode? ...that the lock simply couldn't start moving anymore?

It's good that you mentioned the link to "CargoWeight." That's why I saw it's now marked as outdated. I've replaced it with this mod:
"Riven's Realistic Train Acceleration (based on cargo) - Space Age."
Everything's working fine now.
