Also I would make some mods optional for the mod pack. e.g. those that don't add content, as long as they are not relevant to your goals you want to achieve with the mod pack.

I'm actually working on fixing that right now lol, 1.1.87 has a bug in the actual game... making updated mods past versions not be detected on websites. So I guess 1.1.87 is just broken lol.

you don't need to require exact mod versions, if not specifed always the newest mod will be loaded, if you need older versions you can specify this only for specific mods.
you should not assume, that everone uses the newest version of factorio.

I don't intend to make the modpack modular it is intended to be one contiguous block so users can connect to the server/only use new mod features i verifed to fit the pack, this is how modpacks for other games are too, users using updated mods without me updating the modpack itself breaks this balance, factorio modpacks are weird i guess.

Well, you wouldn't need a mod pack for that. user which conntecting to the server always synchonising mods and settings
