Explosive ammo 3 unlocks explosive cannon shell. Explosive cannon shell is used in artillery bullet crafting. I can unlock artillery before explosive ammo 3 but i cannot craft the artillery bullet. I think that doesn't make sense. Explosive ammor 3 should be compulsory for researching artillery imo.
