i Move "Mechanical inserter" tech to after making steel

The long-handed mechanical inserter from an early tech can be done in the Dark Ages, but it requires steel to make. From poking around in the Factoriopedia, steel can't be done until I crush iron, which is used in Steam Era tech Steel processing. It's weird at best, confusing at worst (how do I know how to make something if I don't know how to make something?).
