b Technology cost does not work

Im guessing the tech cost is not suppose to be 10 for everything, I tried changing the mod settings, tech cost scaling, additional tech cost multiplier but It just stays 10 science for everything. (cost curve doesn't seem to do anything either.) Maybe im doing something wrong but im not sure.
