as the big motors need to be made in assembly 2s or better you cannot ever make them as you need those to make the machines to begin with

Electric engine units require a fluid and ergo can only be crafted in tier 2 assemblers such as the Steam assembler or Assembling machine 2+.

the planet mod Maraxis was the problem it turned the the normal electric motors in to the big ones which were not craftable
