When I download mod an put into appdata factorio mods folder in the factorio game I have manually download all mods. Is this the way it was designed?

yes, you should be able to install the mods manually via the old way by copying the files to the mod folder.

There is an easier way to install mod from the Mod Portal:
When you start the game you can access the the mod manager in the main menu.
There you can search, install and update all mod from the Factorio Mod Portal.
There you'll find the Extreme Modpacks, too.

You type in the mod name in the search bar and click install. The ingame downloader will then install the modpack including all necessary dependencies to other modpacks like Bob's and Angel's mods.
When you activate the modpack in the list it will also activate all modpack dependencies.
After an automatic restart of the game the modpack should be activated ingame.
