During my playthrough, I consistently was running out of seeds and had to go into the console to spawn enough to keep things going.

I think seeds should be given every time you craft and not a percentage chance.

use biochamber to get positive chance
just like on gleba

Without biochamber chance to get seeds on gleba is around 49% per tree because of random variation.
Coconut has more punishing number, but rule is the same.
Assumption is that player will use biochamber to process coconuts

well that would explain why ive got the same issue. i didnt set them up with biochambers as the recipe says the same 9% seed rate as if i used an assember.

Biochamber has +50% prod
So its 13.5% after you count bonus
