It seems that the error occurs because the offshore oil rig and offshore power pole technologies are missing from the prototypes when those options are disabled in the CargoShip mod settings. I resolved the issue by enabling both options.

that makes sense because both things are needed by planet mod.
I will try to do something to prevent error like this in the future.

these options are locked automaticly now
fixed in 0.33.0
