b Teleporters-generation bug on Gaia

Teleporters generate on the Gaia surface, but due to your EI scripts, it force-deconstructs them, leaving a dropped teleporter on the ground.

There's a second bug, where putting a teleporter down on the Gaia surface can cause the text to never disappear on the map "(Teleporter 9385239)", or at least not until the game is restarted, which may take a very long time on servers.

I also have a suggestion: There are scenarios, I'll use ExplosiveGaming's as an example here, that do not generate any water on the map, and where an off-shore pump can be used on the ground to pump water from anywhere. When going to the Gaia surface, we discovered water there was also not generating; but the off-shore gaia pump was not allowed to be placed on the ground, unlike the normal off-shore pump on nauvis. I would suggest either force-generate the water on Gaia, or allow the Gaia offshore pump to be placed on the ground, on Gaia surface, or allow an alternative source of gaining Gaia water, at least on Gaia.

We haven't progressed far enough to go beyond Nauvis and Gaia yet, so these have been our only foundings in regards to surfaces. Thank you for the great EI mod, it's very fun so far!
