To switch version of Factorio, at least through steam you right click on the game in the steam windows then select properties>Betas
In there you can pick among several version of factorio and the version you want is "0.18.11 - Factorio Experimental 0.18.11"
The mod should be placed in
C:\Users(your computer name)\Appdata\Roaming\Factorio\mods
Just put the entire mod folder in the mod and Factorio should find the mod.
