You can get IR working on 0.18.x with a few minor (so far) changes as outlined in https://forums.factorio.com/viewtopic.php?p=475467#p475467 . Note this might break with the upcoming character GUI update in a couple weeks.
However, Krastorio Legacy updated many recipes and entities to support KL + IR. That code doesn't exist in K2. So you could technically have both mods enabled, but they wouldn't integrate together, and it'd probably be a really broken experience.
There was talk in the mod thread about possibly supporting IR2 if/when that comes out after Factorio's 1.0 release, but there's no such support currently. More here: https://forums.factorio.com/viewtopic.php?p=484029#p484029
Linvar's reply suggested that IR compatibility was only 20% done and has been put on hold pending an official 0.18 IR release.
