Getting the water to crack down heavy oil into petroleum gas for plastic and quartz is insanely water intensive and requires actual hundreds of sifting machines (205 for 300ppm) to make enough steam to condense into water. An alternative way to crack down the heavy oil would make science builds greater than 50ppm actually feasible without just throwing away all the free resources for steam.
