I have a problem reproducing this particular bug.
Can you tell which version of Factorio were you using and your mod list. If you could pinpoint a particular mod that causes it that would help a lot
Version 1.3.0 Introduced a script basically the same as in quality mod, that regenerates recycling recipes, since much of them were missing or were wrong.
But it may caused the mods to load in wrong order
Think something similar is needed for that other mod I had trouble with in the other post, I wasn't able to get it fixed with adding the optional dependency to the mod, including no-more-gambling
