Finally crafted a Neutron bomb, but, uh, I can't figure out the kill radius.

It is huge, and when fired, it illuminates a very large area of the map. But, at the same time, it hurts enemies only in a small radius where the explosion occurred.

What is the point of this bomb? Maybe I'm doing something wrong.
What kind of damage does it do and how does it affect biters?

You can see the damage details in Factoriopedia. It deals AOE plus damage from the neutron cloud.

I think you may have meant the hydrogen bomb.

Damage-wise, the hydrogen bomb deals a small AOE, a large AOE, and a damaging travelling wave that begins at a distance. You can find a partial description of this in Factoriopedia.

The main downside of the hydrogen bomb is the visual effects.

It's certainly possible that some aspect of the damage needs tuning.
