I have installed a pipe gauge mod to monitor the fluid levels in the pipe systems via circiuts, and somehow the pipe gauge is in the factoripedia, but doesn't show up in the crafting menu. Although no technology requirements are required. I had the same problem with tiny storage tanks, they showed up in factoripedia, but were not craftable.
