Bureaucratic overhaul for Factorio 2.0. Replaces biters with complainers, weapons with bureaucracy, machines need permits, staff or money to operate. Hire biters, employ them in you factory and conquer the stars !
Exactly as title says. Field offices will call biter workers even when disabled by a circuit network condition. Upon arrival, the biters will immediately turn around and leave again. It's hardly a serious bug, but still a bit odd to see.
