There is a bug again. To build a Union Headquarter, i need advanced circuits.
advanced circuits need plastic bars produced by a chemical plant. the chemical plant need petrochemical operating permit. the permit need environmental impact report. the report need carbon offset certificate (verified), that can only produced by a union headquarter.
