Robots should require something, either related to "AI taking our jobs" being fine, or just industrial automation type forms. Also could imagine airport like paperwork for roboports.
Explosives and/or Cliff explosives should require some special paperwork for "Military requesition" or demolition or geological or something. Also poison capsules should probably be re-enabled. And obviously require a very good excuse.

Good idea ! I added forms to those recipe but I didn't want to add new paperwork for now, there is already quite a lot so I reused for now, nbut this may change before the beta release.

As for the poison capsules, I really don't want any weapons nor way to get rid of biters other than paperwork.
