Same issue here. I found Schall Tank Platoon referencing that file inside entities.lua.
This discussion references the same problem happening for Frost Biters, but the author updated it. The user suggests the devs removed it in Factorio's current experimental versions because it's unused and a duplicate of another file.

Schall's was working fine for me in the current stable version of Factorio, so if you're willing to go back to that, it might work for you, for now. Otherwise, maybe we can add that file back in, manually+temporarily like the user in the link did.
