Adds a Tungsten Axe trigger technology that acts in the same vein as the vanilla Steel Axe technology.

Promethium chunks now decay after a couple of minutes to encourage shipping biter eggs to the shattered planet. Decayed promethium can be reprocessed to obtain exotic materials, with a chance of trace promethium being returned. Optional startup setting that instead adds a recipe to promote promethium decay with uranium-238, leaving promethium chunks unspoilable.
