Tweaks to Aquilo. Part of Hardcore Mode, though this mod is standalone.

Tweaks

Each tweak can be disabled by a setting.

• Like some other entities, nuclear reactors now have a surface condition requirement: they can no longer be built on very cold surfaces (Aquilo).
• Buildings can be placed upon meltable ice, but collapse when the ice melts.
