Did you read the READ ME correctly? Are you running any other mods? Can you run congested orbits on its own? In the meantime you could consider using the portal version of the congested orbit mod.

Well, since it's the mod itself that's causing the problem, I can't run it on its own (Congested Orbits).

Okay, I didn't know that.

Marked the pack as incompatible and changed the version of Congested Orbit to be the one currently on the portal. Sorry for sounding harsh by asking if you read the READ ME, I have had to deal with people not reading the READ ME, A LOT.
