There were indeed some missing textures. I've uploaded a new version, can you check if the problem is fixed now?

To fix the issue, simply rename the "hr blue overlay" file to "hr-colony-facility-overlay-blue.png". This worked for me.

Well that was a rocky start, but I'm confident you should be able to load the mod now.
