Adds ring platform teleporters, that can swap matter with another ring platform.
Each teleporter consumes 1GJ after triggering. The rings do collide with entities and can be fatal.

Teleport anything to any surface:

• Players
• Chests
• Cars
• Enemies
• Buildings
• Even though trains won't fully fit inside the rings, they are still transported alongside their wagons.
