There is an incompatibility with https://mods.factorio.com/mod/Tiered-Solar-System
With this mod installed Circa and Neumann V are in the same spot. Neumann V is then also unreachable.
I guess you could add your tiers like in here: https://github.com/danielmartin0/Tiered-Solar-System/blob/main/default-tiers.lua

This seems to be not a problem anymore with the latest update - the new planets now reside in their own system. Take a look and confirm for me when you get a chance
