I started my playthrough on this planet, and instead of an improvised rocket part, I have a regular rocket part recipe in my rocket silo, and I can't fly anywhere. What should I do?

Just finish a rocket and you'll see.

You probably didn't realize I don't have a recipe for crafting an improvised rocket part. I selected the STANDARD rocket part recipe when building the rocket. There's no button in the rocket silo to change the current recipe, so my rocket silo requires blue microchips, even though they unlock with other research packs that I can't get on this planet.

I'd like to remind you that I started from this planet and only have two types of packs available.

You should not be able to select a recipe. Can you send me your savegame via Discord or post a download link here?

I looked at the code for this mod; you are indeed setting the correct recipe
silo.fixed_recipe = "provisional-rocket-part"

However, I noticed that the default recipe is from the muluna mod

The mod "Quality insurance" seems to cause it. Removing the mod fixes it. Can you report the bug to the author of that mod? With just Muluna it works fine.
