The quality assembler technology is still locked even though we have unlocked the only visible prerequisite: Quantium processor.
We are unsure how we would need to unlock it since it hasn't yet.
I cannot reproduce it with the mods I have installed. Could you provide me your current savegame (even if you already unlocked it via console)? Contact me on Discord or post a download link here.
