I play with the "Any Planet Start" (specifically on Vulcanus), and the technology of the agricultural tower was transferred to Nauvis, which is why, predictably, gold and wood mining cannot be automated
(Luckily, it can be unlocked with cheats)
There is a chance that the "Wood Gasification updated" mod is actually to blame (it also does something with technology), but I haven't checked
