I've noticed that when inserters try to insert both fuel and seeds from a belt, that they always pick up seeds. Even if the input is full, causing the issue that the burner agricultural tower sometimes runs out of fuel. And because the inserter are holding seeds, there's no new fuel being put in.

That's a game engine thing. The mod cannot do anything about it. Try changing the order of the items on the belt. That helps.

I decided to use filter inserters, kinda annoying because furnaces don't have this issue. Could perhaps post on the game's forum.
