Hiho, was kinda playing around and moved all the oil wells onto the sea, so no oil wells on land ... yeah, you can softlock yourself, when you disable the placing of oil wells on land in the map generation.

The Off Shore Oil Platform need the technology of Oil Processing, but you can only unlock Oil Processing, if you pumped one barrel of crude oil first ... but without landbased crude oil ressources that is not possible.

There's a startup setting to make oil rigs a starter tech. Unfortunately we can't enable it automatically based on the map gem settings. You can enable it and reload your save file and it should be fixed.
