I have Cargo Ships along with most of Bob's mods installed, and for some reason I can't construct waterways. From what I understand, there should be a blue line which you can lay down like rail, but in water. I have a cargo ship constructed, and I've done research to get the ports and signal buoys, but I have no way to create waterways. Is there is an issue with conflicting mods or something? I don't see any errors in the logs. How do I debug this?
