Suggestion: ghost water way is instantly built and water way that is selected by deconstruction planner is instantly deconstructed
Since water way is free, it won't affect game balance.
With this implementation, we will:
- no longer need to have a machine to convert air to water way
- no longer need to cover the water with robotic network or cheese with FARL
- be able to use shift-click to build long water way
- be able to avoid the storage system being occupied by deconstructed water way
