Adds massive cargo ships to the game, that function similarly to trains. Also adds deep sea oil, oil platforms, tanker ships, train bridges and other water based content.

Currently boats are on a layer below the waterway,s which makes clicking and interacting with ships bothersome. If it's possible, please sort the Z layers for them.
