NPUtilsTech Redux

The tech tree and progression companion for the NPUtils Redux set, updated for Factorio 2.0+.

NPUtilsTech Redux ports the original NPUtilsTech line to modern Factorio, including updated recipe/result formats, corrected technology ingredient handling, fixed renamed vanilla technology references, refreshed dependencies, and broad locale cleanup.
