I drained the starting lake. So I started refilling it using trains. After a while, the water level is +860 (if I understand correctly), meaning that it is over-full? The outfall has not switched off, nor the surrounding area flooded.
The above is surprising, so I'd suggest either switching off the outfall or causing flooding (but then players would want a way to turn off the outfall anyway, so maybe just do that).
Flooding new areas is currently not supported. However, you can overfill ponds up to +1000. After that, outfalls will be switched off.
Non-zero overfilling is a workaround to provide non-intermittent outfall flow. Each outfall operates on a single target tile. It adds water to that tile and checks its level, while redistribution to nearby tiles happens with a delay
