When both are enabled, the recipe for producing nitrogen from oxide chunk slurry becomes unavailable. The recipe itself remains, but it can't be used. Game says that it's unresearched, even though it isn't listed in any technology. Is this a bug, or are there other ways to get nitrogen I'm unaware of? Bringing barrels from Vesta seems unintended as everything else in mod seems to be balanced around creating resources on site instead of bringing stuff from other planets.

I'll look into the issue and see what's going on. It's more than likely an unintended interaction though.

I can also confirm this issue, as I've reached the same breakpoint. I can see the recipe in the Factoriopedia, but there is no technology associated with it and no way to unlock it. As such, the only way to get nitrogen to the shattered planet is by barreling it from Vesta or Paracelsin and making the long journey back.

having brought in nitrogen gas to continue progression using Telelogistics, it also appears that this applies to the "500x ammonia production" recipe. Thankfully there is an equivalent slower one from Vesta that is slower and less efficient but still available.
