This doesn’t happen with my Rubia build with/without Arig present.

Would you happen to have a mod present that deletes the Arig cargo drop technology? For example, this mod? This is the only thing that I can imagine being the cause. In which case, you should report this bug to that mod, as the bug is caused by that mod deleting a prototype in final fixes (so I can’t even detect if it is going to be deleted!).

I ran into this - Arig has its own setting to remove that technology. If you enable it, you can't load Rubia + Arig until you've disabled Rubia and changed the Arig setting back to the default.
