I'm not sure exactly what update this started happening, since I hadn't played in a month or two, but now when running https://mods.factorio.com/mod/alloy-smelting with the mod setting "create kilns" disabled I get the following error:
20.038 Error ModManager.cpp:1764: Error in assignID: item with name 'electric-kiln' does not exist.
Source: biorecycle-scrapapalooza (recipe).
from the bit of testing I did the game will launch fine with the kiln option enabled and scrapapalooza will output electric kilns, and will also launch fine with alloy smelting disabled and output a regular electric furnace.
