Thanks for the report, but this is not a bug. This is intentional.
Many Rubia recipes are designed for use by two machines: a chem plant/assembler and a plant-unique machine. This is done to have a big power spike from upgradkng to that final machine, even if it has drawbacks.
Corrundumās catalytic plant inadvertently sabotages this plan by inserting a middle tier of machine in between, which leads to less of a power spike.
This is most important for Holmium Craptalysis because I want there to be a good driving force to automate nutrients for a biochamber on Fulgora (using the rewards from Biofusion Science). The catalytic plant already has several uses on Fulgora, so allowing it to take this recipe as well reduces the incentive for people to use the biochamber on Fulgora.
