This is not possible, as rigor modules are a fundamental part of the planet's design (originally, it wasn't even going to be a separate mod). However, you can enable "compatibility mode" in Riger Module's startup settings, which will make rigor modules only work in recipes explicitly whitelisted by another mod; currently, that means only recipes from Crucible, Muluna, and (optionally) vanilla Factorio+SA.
