More of a visual bug or a typo, even.

In the description of solar collectors in one spot it says that they output watts, in another spot it says kilowatts.

Functionally they seem to output kilowatts, rate calculator detects that they are outputting watts.

This is just a minor inconvenience, but it bugs me.

Not a bug, that's the minimum baseline that it outputs even at night. That field has to be non-zero for the type of entity that it is. But it can't be set to the actual power output, because then it would output that much constantly, and it's meant to be variable. So if it has to be something it's set to an amount that is trivial but helpful for calculating the output with neighbor bonus.
