It seems like, for some reason, my Offshore Pump is not extracting Gray Goo.
I don't really know what's causing it as I could not resolve it by removing mods that modify the Offshore Pump.
Newly generated Neumann IV surface, mere minutes ago. Anything I could do to resolve this?

The image depicted an Offshore pump placed on Gray Goo. Common, no power required. Modifications applied:
Base Mod > Maraxis > Wooden Platform > Cerys > Dea Dia System > Pangalia > Cargo Crates
Removing these mods did not directly fix it for me.
