i Modded resources spawn on water

Dredgeworks allows for modded oil-like resources to spawn on water, but doesn't provide any way to mine them without just landfilling over. It would be nice to get some dedicated machinery for at least popular mods.

This is more of a pressing issue when map settings are tweaked to increase water coverage and/or using mods that prevent landfilling deep water (e.g. Depths of Nauvis)

Affected mods:
- Krastorio 2 (and Spaced Out) - mineral water often spawns on the deep water. Unlucky seeds with high water coverage can result in practically all mineral water being underwater, blocking the progression
- Deep Core Mining - Deep Core Cracks spawn on water pretty often. This one can maybe get its spawning disabled on water?

Creating a "mining platform" with refined concrete is the intended response for mining offshore fluid resources (such as oil when you don't have Cargo Ships installed); it's a little more visually satisfying than plain landfill. I can add an option to disallow fluid resource intersection with water (though this would also remove Cargo Ships-less water oil) if you'd like.

WRT deep core mining, I think I may be able to make an adjustment to the ore submersion procedure that will cause that to be classified as an unusual deposit (prohibited unless the allow unusual deposits option is ticked).

WRT mining also adds a special deposit, which is Deep Core Crack that generates on mapgen, and looks pretty silly on water

WRT is short for "with regards to", if you're unaware of that acronym.
