I already tickled fluids mechanics and even managed to create "Cloud Tank" but it worked not as smooth as I expected. Somehow LUA code does not recognize how much fluid is already in a machine and keeps putting new portions with a great overhead again and again which leads to simply draining entire tank in seconds even if no fluid technically consumed for craft. I spend couple evenings on this problem but didn't solve it unfortunately.
As a suggestion/workaround, don't forget barrels exist. Almost every fluid in Factorio could be placed into barrel. Mod allows you to have cloud machines that do barreling/unbarreling recipe effectively closing the loop of wireless fluid transportation with minimal belts/pipes
