would it somehow be possible to access the cargo wagon inventory from inside its vehicle interior? (similar how it is possible for cars, tanks and spidertrons)
Both in terms of inserting items to and from the outer inventory, but maybe also just with regards to signals, to know what is inside?

There are currently no plans to use the same inventory transfer system as the other vehicles. You need to use the linked chests to transfer resources from the outside into the interior of the locomotive, cargo wagon, and fluid wagon.
