Looks like Optera's Lighted Power Pole mod has trouble with how ultracube creates the pole recipe. The recipe for making lighted medium poles is hidden.

Repro: open new game with both mods, use editor to insta-unlock Optics to get lamp. Lighted medium pole recipe should appear, but remains hidden.

I am looking at the code to see if I can figure out if this is better fixed in Optera's mod or here.

The issue is that Lighted Electric Poles doesn't expect any pole recipes to be unlocked at the start.
Originally I was going to make a pull request to them to fix that, but it will still require ultracube compatibility to keep the recipe.
LEP+ mod has no compatibility and is simple, it makes way more sense to put the tweak into ultracube instead. I'll submit a pull req soon.
