Given the tickeate of 60, and capacity of 200, you can only ever fit 12000/second of water/steam through the boiler. As such, the 13k is never possible to reach.
Unless i'm missing something anyway. Maybe there is a reason you swapped the water and steam, but you would still need 2 ports for each liquid.
Newest update increases the boiler capacity to 300.
But there must be a second reason for this issue because even now, pumps only seem to be able to push 200 water per tick, or 12000 per second.
