Hopefully I can clarify what may or may not be an issue. From what I've observed messing with the scenario editor, it seems that ore richness gets set to 17%. If I set richness to 600%, ore generation is now 50% for all surface ores. I assume this is to balance the multiple levels of duplicate ores, however with 1 subsurface layer allowed (to prevent save file bloat, which may be impossible) I don't know if this change to richness is intended. Ideally it would be nice if it was configurable in the settings somehow. I only noticed because the starter patch had 100k of whatever ore, and other ore patches further out were equally small. This does also affect modded planets such as Maraxsis and Cerys.
